The North Bay's Wine Country once again became a scene of chaos on Sunday and early Monday as wildfires burned on the east and west side of the Napa Valley and blazed toward Santa Rosa, where residential neighborhoods were being engulfed in flames.
Gov. Gavin Newsom made it official in declaring a statewide emergency to make additional resources available. But no one in the vast area affected by evacuations and blackouts had to be told they were living in a disaster zone.
Emissions from transportation are going up, not down in California, a sign that cleaner and more fuel-efficient cars have been unable to overcome population growth, a growing economy and suburban sprawl.
