More than a dozen people were rescued from a flooded highway in the Bronx, and more rain was expected on Friday with the arrival of Tropical Storm Elsa.
Elsa became the first major storm of this year’s Atlantic hurricane season to hit Florida’s mainland. At least one death and 10 injuries were reported as it made for South Carolina.
