It was midnight, Dec. 21, 2008, when a failure of a dike containing coal ash at the Tennessee Valley Authority's coal-fired power plant in Kingston, Tennessee, created a tsunami wave carrying 1.1 billion gallons of toxic ash.
Some buildings will be torn down and rebuilt on higher ground north and west of the Offutt runway. Those being rebuilt in the area that flooded will be built to withstand future floods.
